Autonomous testing with Jira and BearQ

Introduces BearQ for Jira, an assignable AI agent that integrates with Jira work items to perform end-to-end testing. BearQ parses acceptance criteria and requirements from Jira tickets to author test cases, explore application behavior, and adapt tests dynamically. When regressions or issues are detected, BearQ creates actionable Jira issues with reproduction steps and evidence. This extends the AI Governance Platform by providing an agentic testing capability directly within the delivery workflow.
