Pull Requests now with Reviewers and Smarter Notifications

This post introduces the ability to explicitly add reviewers to pull requests, providing a lightweight approval process. It also enhances notification settings by allowing users to receive emails only for repositories they have write access to and are following, and to start/stop watching individual pull requests. Existing pull requests follow old notification rules, but can now be watched individually.
