A new era for Cloudflare Pages builds

Introduced a new build infrastructure for Cloudflare Pages that significantly reduces build initialization time to 2-3 seconds by using pre-warmed machines and gVisor sandboxing. Enabled streaming of build logs for real-time debugging. Added controls for branch builds, allowing users to specify which branches trigger automatic deployments and to skip commits using a 'CI Skip' command. Future plans include incremental builds, caching, and updated build images.
