Bring your own certificates to Cloudflare Gateway

Introduced support for customer-provided root certificates to Cloudflare Gateway, enabling organizations to use their own certificates for traffic inspection and policy enforcement (HTTP, DNS, CASB, DLP, RBI). This is achieved via API uploads of the root certificate and private key, followed by an account-level configuration update to enable the custom certificate. The feature allows for immediate propagation and zero-downtime transitions. This complements the existing option of using Cloudflare-provided certificates.
