Expanding Multi-User Access on dash.cloudflare.com

Introduced multi-user access for all customers, allowing account administrators to invite others to manage their account with full control except for member management and billing changes. For customers with multiple accounts, an account selector was added for easier navigation. Enterprise customers gained Administrator and Billing Roles in addition to existing roles. The dashboard migrated to dash.cloudflare.com, supporting only TLS 1.2+, and was rewritten from Backbone to React, with an overhauled mobile browsing experience. The backend data model for account and user management was decoupled, separating users from accounts to enable this expansion and improve architectural clarity for distributed teams.
