Improved support for private applications and reusable access policies with Cloudflare Access

Previously, private application access was primarily handled through Cloudflare Gateway's network firewall component, with a limited wrapper from Access. This update integrates private application management directly into Access, improving consistency and ease of use for ZTNA deployments.
