Introducing cf: the agentic CLI for the entire Cloudflare API

Introduced `cf`, a new agentic CLI that unifies access to over 3,000 Cloudflare API operations, significantly expanding beyond Wrangler's ~280 commands. `cf` defaults to JSON output for agent consumption, features a new TypeScript-based configuration format (`cloudflare.config.ts`) for improved type safety and programmatic configuration, and includes agent-centric command discovery via natural language search. It also integrates Vite for local development and provides a migration path from Wrangler configurations.
