Introducing Low-Latency HLS Support for Cloudflare Stream

Introduced Low-Latency HLS (LL-HLS) support for Cloudflare Stream, reducing viewer latency from ~30 seconds to under 10 seconds in many cases. This was achieved by modifying the underlying pipeline to work with individual frames rather than whole keyframe-intervals, decoupling internal buffer duration from keyframe interval. The feature is currently in closed beta and requires specific encoder settings (H.264, constant bitrate, 2s keyframe interval, no B Frames) for optimal performance.
