Logpush: now lower cost and with more visibility

Added alerting for failing Logpush jobs, notifying users when jobs have been retrying and failing for 24 hours. Launched a GraphQL API endpoint (`logpushHealthAdaptiveGroups`) to provide analytics on Logpush job health, including metrics like bytes pushed, records pushed, and push status.
