Russian Internet users are unable to access the open Internet

This post details how Russian ISPs are throttling internet traffic, impacting Cloudflare users within Russia. The throttling limits web asset downloads to 16 KB, rendering most navigation impossible. Cloudflare is unable to restore access due to the throttling occurring within Russian ISPs and outside of Cloudflare's control. Data analysis, including traffic trends, Network Error Logging (NEL), and packet loss metrics, corroborates the throttling.
