AK 3.8 Adds 17 KIPs: New Docker Images and much more

Apache Kafka 3.8.0 introduces 17 KIPs, including support for specifying compression levels (KIP-390), a preview of the next-generation consumer rebalance protocol (KIP-848), Docker images for GraalVM-based native Kafka brokers (KIP-974) and official Kafka Docker images (KIP-1028). It also deprecates `offsets.commit.required.acks` (KIP-1041) and the Log4j Appender (KIP-719). Kafka Streams gains shareable state stores (KIP-813) and customizable task assignment (KIP-924). Kafka Connect now enforces the `tasks.max` property (KIP-1004).
