Build custom flows in minutes with the Flow Creator agent

Introduces the Flow Creator agent, a foundational agent within GitLab Duo Agent Platform, that allows users to describe desired automation flows in natural language. The agent translates these descriptions into runnable flow definitions, removing the requirement to learn the Flow Registry schema. It includes guardrails such as scoped service accounts, role-based access control for enabling flows, and pre-output checklists to catch common errors like missing project IDs, broken human-in-the-loop gates, incorrect response targets, and missing stopping instructions. The agent also reads current documentation and applies rules based on observed failure patterns.
