CI Expert and Data Analyst AI agents target development gaps

Introduces two new foundational AI agents for the Duo Agent Platform: CI Expert Agent (beta) and Data Analyst Agent (GA). CI Expert Agent inspects repositories to automatically generate valid, runnable build and test CI/CD pipeline configurations in YAML, explaining each step. Data Analyst Agent allows users to ask natural language questions about MRs, issues, projects, pipelines, and jobs, providing instant visualizations and generating GitLab Query Language queries. Both agents run within GitLab, leveraging its context.
