Delivering faster and smarter scans with Advanced SAST

Introduced performance enhancements to Advanced SAST, including multi-core scanning (up to 50% reduction in scan time), diff-based scanning (under 10 minutes for large repos in MRs), and algorithmic optimizations (up to 71% reduction on large codebases). Added the ability for users to define custom, pattern-based detection rules using TOML files to catch organization-specific issues, complementing the built-in ruleset.
