Migrating repositories to GitLab just became easier

Introduced Congregate, a utility to automate the migration of source code repositories and associated users to GitLab. Congregate is now source-available under the GitLab EE license, allowing customers and partners to leverage its functionality. The tool optimizes performance using multiprocessing and provides a standard logging format for auditability. A learning path for partners and customers to earn a 'Certified GitLab Migration Engineer' badge has been released.
