ML experiment: Summarize merge request changes

Introduced an experimental `/summarize_diff` quick action for merge requests, leveraging AI/LLMs to generate summaries of proposed code changes directly within a merge request comment. This experiment aims to improve reviewer and author efficiency by reducing the need to manually update descriptions and allowing more time for discussing changes.
