ML experiment: Use a chatbot to answer how-to questions

This post introduces an experimental chatbot feature developed by the Global Search team that answers how-to questions about the GitLab product. The chatbot overlays the GitLab UI and provides explanations and links to documentation, aiming to reduce context switching and improve user efficiency. This is presented as an early step in infusing AI/ML into GitLab.
