Pivotal Cloud Foundry Tile for GitLab EE

Introduces a new tile for Pivotal Cloud Foundry (PCF) that allows for the deployment of GitLab Enterprise Edition (EE) as a pre-configured appliance. The tile simplifies installation via Ops Manager (BOSH), enables high availability by default, and allows for easy scaling by adjusting a single value. Configuration of GitLab and its components, such as Redis, is managed within the PCF environment.
