Rate limitations for unauthorized users of the Projects List API

Introduces rate limiting for unauthenticated users of the Projects List API to mitigate server load and ensure platform stability. The limit is set to 400 requests per 10 minutes per unique IP address on GitLab.com, with self-managed instances allowing admin customization. Authorized users are unaffected.
