Now in Developer Preview: Enhancing Chat with the Google Chat API- Google Developers Blog

This post introduces the ability for Google Chat apps to create spaces and memberships using their own application identity, rather than on behalf of a user. This is achieved through new Chat app-specific OAuth scopes that allow for creating and deleting spaces, and managing memberships. The example code snippet demonstrates the use of these scopes in JavaScript to create a new incident management space.
