Network Entitlement: A contract-based network sharing solution

Introduced Network Entitlement, a contract-based network sharing solution to manage scarce network resources. This framework allows services to reserve bandwidth per region per class of service (CoS) with an agreed SLO guarantee. Key properties include isolation for reliability, guarantee and accountability, abstraction of network complexity, observability, and a work-conserving approach. The solution consists of contract abstraction using the hose model, a dynamic SLO-based guarantee service that prioritizes high-touch services, a distributed runtime enforcement system at end hosts, and policy verification through production drills.
