A New Team Services build task to easily extract files

Introduced a new cross-platform build task, 'Extract Files', for Team Services and Team Foundation Server. This task simplifies the extraction of archives during the build process, utilizing native unzip, tar, and 7-Zip on Mac/Linux, and bundled 7-Zip on Windows to support a wide range of archive formats. The task is open-sourced.
