August patches for Azure DevOps Server and Team Foundation Server

Introduced patches for Azure DevOps Server 2019.0.1 (Patch 2), TFS 2018 Update 3.2 (Patch 6), and TFS 2017 Update 3.1 (Patch 7). The Azure DevOps Server patch adds information to service connections to clarify default authorization for all pipelines. The TFS patches fix a bug where the Work Item Tracking Warehouse Sync stops syncing with an error related to missing historic data.
