Billing and Token Management events now available in Auditing

Added two new event types to Azure DevOps auditing logs: Billing setup and management events (including subscription changes, pipeline purchases, and max quantity changes for usage-based meters) and Personal Access Tokens (PATs) and SSH Keys management events (tracking creation, update, revocation, and removal).
