Caching and faster artifacts in Azure Pipelines

Introduces pipeline caching via the `CacheBeta` task, allowing files to be cached based on a key derived from file contents or strings. Also introduces pipeline artifacts using `publish` and `download` YAML shortcuts for moving files between jobs and stages, with intelligent deduplication of content.
