December patches for Azure DevOps Server

This post introduces patches for Azure DevOps Server 2020.1.1, 2020.0.1, and 2019.1.1. Specific fixes include addressing incorrect results for work item queries with 'Contains Words' due to line breaks, increasing Maven package version character length limits, resolving localization issues in custom work item layout states and email notification templates, fixing truncated console logs with identical links, and correcting NOTSAMEAS rule evaluation when multiple rules are defined for a field.
