Publishing extensions to Marketplace issue resolved

Resolved an issue where publishing extensions to the Visual Studio Marketplace required global PATs, even when an administrator had restricted their creation. The extension publishing process has been redesigned to accept any PAT with a Marketplace "Publish" scope, allowing for seamless extension publishing regardless of global PAT restrictions.
