Release Management Workflow Migrator

Released a migration tool and associated guidance as an open source project to export Release Management agent-based deployment pipelines for reuse in the Release Management service in Visual Studio Team Services (VSTS). The tool is designed for users with complex agent-based workflows who have minimal knowledge of PowerShell/DSC/Chef and want to switch to the new RM service. The driving goal was to provide a way to get release templates into an RM service-friendly form with a minimum amount of rewriting, focusing on the 'from' (RM server) rather than the 'to' (RM service).
