SonarQube Scanner for MSBuild v1.1 released: static analysis now executed during the build

Introduced the ability to run SonarLint C# analysis rules during the build phase when using MSBuild 14.0, improving accuracy by analyzing complete project code. For MSBuild 12.0, analysis remains post-build, with a warning to upgrade. This release is the first step towards supporting any Roslyn analyzer in SonarQube, with ongoing development of tooling to generate SonarQube plugins for Roslyn analyzers.
