Accelerate prototyping and development with Pinecone Local

Introduced Pinecone Local, a self-hosted, in-memory emulator of the vector database, available via a `pinecone-local` Docker image. This enables local prototyping, testing, and development of AI applications, including integration into CI/CD pipelines, without incurring usage costs. It supports all SDKs and control/data plane endpoints without requiring an API key.
