On-demand mode for Pinecone BYOC

Introduced on-demand capacity mode for Pinecone BYOC, featuring dynamic sharding that spreads data across a shared pool and allows adding shards without reshuffling existing data. This addresses the challenge of pre-sizing shards by enabling users to start with a small pool and scale as data grows. The feature also allows moving specific namespaces to dedicated read nodes for performance optimization while keeping other namespaces in the shared on-demand pool.
