How we rebuilt Cloudflare Workers’ module registry for Node.js compatibility

Introduced a new module registry implementation in `workerd` that resolves module specifiers as URLs, supports `import.meta.url` and `import.meta.resolve()`, handles query strings and fragments for module identity, correctly validates import attributes, and enables lazy compilation of modules. This significantly improves Node.js compatibility for Workers.
