Elastic Stack 8.9: Faster aggregations and cross-cluster searches

Introduced new rules to the ILM Health Indicator within the Health Report API to detect when ILM policies are stuck in specific steps for extended periods or have exceeded retry thresholds. This enhancement aims to provide earlier detection of potential performance and stability issues related to ILM, with configurable time and retry thresholds. The indicator will also be visible in the Elastic Cloud Deployments console.
