Namespace Storage Statistics Tracking

GitLab is evolving its approach to managing storage space on large instances by implementing a performant method to track and update namespace statistics. This includes storing aggregated statistics in a new ActiveRecord model and refreshing them asynchronously via Sidekiq jobs to avoid impacting critical database transactions. The goal is to enable easier viewing and management of storage consumed by groups and users, paving the way for storage and limits management for groups.
