How we’re improving self-managed billing

Introduced Seat Link, a feature that sends daily user counts from self-managed instances to GitLab via HTTPS to automate prorated billing for user growth, replacing the previous true-up model. The feature will be available in 12.9 with prorated charges starting in 12.10. A mechanism to disable Seat Link was also provided based on community feedback.
