Introducing Community Cellular Manager: A management and deployment suite for small-scale cellular networks

Introduced the Community Cellular Manager (CCM) open-source project, a software management and deployment suite for operating small-scale cellular networks. CCM enables organizations with limited technical capacity to build these networks using platforms like OpenCellular or third-party RAN solutions. Key features include reliable operation in environments with unreliable power and backhaul, disconnected operation for local voice and SMS, a simple web interface, and local agent management via cloud UI or SMS. The technology consists of a CCM client (for local breakout and disconnected operation) and a CCM cloud (for centralized management). It integrates with third-party radio network stacks (e.g., Osmocom), local voice/SMS services, and persistent storage. Deployments in the Philippines with Globe Telecom and the University of the Philippines validate the model of rural access.
