Adding caching to Azure Pipelines

This post announces the development of Pipeline Caching for Azure Pipelines. It details the upcoming release of 'restore' and 'save cache' tasks that allow users to cache any file or set of files using a custom cache key. The design is available for review in a GitHub PR. Future plans include enabling caching by default for popular package managers and further task improvements based on user adoption and feedback.
