Pipeline Caching

Azure Pipelines introduces Pipeline Caching to improve performance on hosted build agents by caching common scenarios like package restore. Initially, this involves release tasks for saving and restoring files with user-defined cache keys. Future iterations will enable caching by default for popular ecosystems (NuGet, pip, npm) and further improve task performance based on user feedback.
