Bootstrapping Azure DevOps extensions with Yeoman

Introduced the Yeoman generator `@microsoft/generator-azure-devops-extension` to bootstrap new Azure DevOps extension projects. This generator creates a project structure with necessary configuration files for debugging and hot-reloading extensions directly in Visual Studio Code, offering a faster development loop compared to the TFX CLI's `tfx extension init` command which lacks these debugging capabilities.
