Updates for Debugging Installed App Packages in Visual Studio 2015 Update 2

Adds support for debugging installed app packages on Xbox, HoloLens, and IoT devices in Visual Studio 2015 Update 2. This includes starting installed applications and attaching to running processes on IoT devices. The Debug Installed App Package dialog now sorts apps by 'Running' or 'Not Running' state. For Xbox and HoloLens, selecting 'Start' will shut down and restart the application with debugging enabled. Remote debugger deployment is handled automatically for these devices, except for remote Desktop machines which require manual setup.
