Upload Files from Team Services Builds and Releases with FTP/FTPS

Introduces the 'FTP Upload' build and release task for Team Services, enabling file uploads via FTP or FTPS. The task is cross-platform, requires no additional dependencies, and supports secure FTPS connections. It offers fine-grained file selection using mini-match patterns and advanced options for cleaning, overwriting, preserving relative paths, and trusting self-signed certificates. The task allows for uploading entire folder structures, precisely selected individual files, or flattened directory structures.
