Improvements in Temporal data encryption

Introduced the ability to configure a Codec Server endpoint per Namespace, allowing for distinct encryption/decryption configurations for different namespaces. This enhances user experience by enabling seamless viewing of decrypted data in the Temporal UI/CLI without Temporal having access to encryption keys. The feature is opt-in and backward compatible with existing configurations, with the option to override namespace-level settings for development purposes.
