Announcing ARM builds in cloud for Bitbucket Pipelines

Introduces ARM build support for Bitbucket Pipelines cloud runtime, allowing users to select ARM architecture for their build steps via the `arch: arm` configuration in `bitbucket-pipelines.yml`. This requires explicitly declaring an ARM-compatible Docker image. The new runtime is powered by a new internal runtime that has been in use for over six months.
