Enhancements to Bitbucket Pipelines step conditions

Introduces the `excludePaths` capability for `changesets` conditions at both the `step` and `stage` levels within Bitbucket Pipelines. This allows users to define glob patterns for files that, if only changed, will cause the associated step or stage to be skipped, thereby reducing unnecessary pipeline executions and improving speed. Examples for both step-level and stage-level configuration are provided, along with a visual representation of skipped steps in the UI and a note on the limitation of not being able to use `excludePaths` and `includePaths` together.
