Introducing Runtime v3 – Multi-arch images and more control over Docker

Introduces Runtime v3 as an opt-in feature for Bitbucket Pipelines, allowing users to enable privileged containers, use the latest Docker CLI, leverage buildx for multi-arch builds and remote caching (e.g., S3), and bring their own Docker-in-Docker (DinD) images. This deprecates the previous automatic mounting of the Docker CLI and the built-in Docker cache, requiring users to ensure Docker CLI is present in their build image or installed via script, and to use Buildx caching instead.
