Share artifacts between parent and child pipelines

Introduces the ability to share artifacts between parent and child pipelines in Bitbucket Pipelines. This allows for greater coordination and modular processing of larger operations by enabling uploads from parent to child and downloads from child back to parent. The configuration is done via an `artifacts` section within the `pipeline` steps, specifying `upload` and `download` lists.
