Browse Code Coverage reports

Enabled a new Code Coverage tab on the Build summary page in Visual Studio Team Services (VSTS) to allow users to browse HTML reports generated from Jacoco or Cobertura code coverage data. Previously, users had to download the report to view it with full fidelity. Security considerations led to styles being stripped when viewing reports directly in the tab, requiring download for full fidelity.
