The TestContainer Capability

Introduced the 'TestContainer' project capability for .NET Core Test projects referencing the Test SDK v15.0.0 and above. This capability allows the Visual Studio Test Explorer to identify and hand off only test projects to relevant adapters, improving performance and reducing diagnostics by avoiding processing of non-test DLLs. This change is effective from Visual Studio 15.3 Preview 4.
