Solving documentation for monoliths and monorepos

Introduced a MkDocs plugin with '!include' syntax to support monorepo documentation structures. This allows for declarative navigation by merging subfolder mkdocs.yml files into a master navigation tree. The plugin leverages GitHub Codeowners and enables running MkDocs on a folder level for improved developer experience.
