Multi-Controller Compute Orchestration

Uber evolved its compute platform to support multiple scaling controllers for stateless workloads. This transition from a single orchestrator model to a system with multiple controllers, including a new ServiceScale Controller, addresses the need to safely manage scaling decisions from different sources like normal operations and failover events. The architecture introduces new CRDs and controllers to handle these multi-writer scenarios, along with mechanisms to ensure consistency and reliability in Kubernetes environments.
